I have said I love a thousand times in mind but I can’t say it to you, at least not as I actually feel. I say “I love you as my friend” because I know what comes if I say love you romantically. It ruin what we have “as friends”. So I’m good with the perfect friendship rather than ruin it for something so unsure.
